Dedicated Resources/Staffing Flexibility to Handle

How many resources are available for outsourced
software development projects? How quickly can a project ramp up
a development team? What about team expansion - how quickly can
that be done?
Currently, 500 people are employed at our OSDC with immediate access
to over 500 more software developers. Because we constantly project
our resource needs 1 to 6 months in advance, we are able to ramp
up a development team for a new project in approximately 2 weeks.
Team expansion can be done within 1-2 weeks as well. We have not
had a problem fulfilling resource needs.
Where will these resources be located? For example: in this office
(which one) or working somewhere else?
Our local team is located at our client sites and/or our local facilities.
Our offshore team is located at our facilities in Hanoi, Vietnam.
How do you train your staff in general?
In our OSDC, all new employees are trained on processes and methodologies
during the first 3 months of employment. All development staff is
trained on new technologies at least annually.
How are team members trained for each specific project?
Members of our team (local and offshore) attend training at our
client's site for the first 3-4 weeks of a project. This not only
provides for the client-specific training of our team, but also
builds a relationship with our team and our clients' teams.
Once staff starts to work on our project will they remain dedicated
to it? If not, how often do you move staff around?
Because of our low attrition rates (< 7% annually), we are able
to commit our staff to a project for a minimum of 2 years. Any rotation
after that would be planned in advance and would account for an
appropriate transition period.
Do you have dedicated Project Management?
Yes, we feel that locally-based, dedicated project managers are
a critical success factor for all of our outsourced project. We
have only the most experienced project managers to run these projects.

How do you go about adding to your staff?
In Portland, we have access to a large employee base of project
managers, architects and analysts. Our sister Business Unit, ProDX
provides us with a database of more than 20,000 consultants which
we use to staff the U.S.-based component of our projects. At our
OSDC, we only hire the top 10% of the graduates from the top universities
in Vietnam and recruit top experienced people throughout Vietnam.
