The Challenge	To provide QA/project oversight for a long-term State of Oregon Agency project building a web-based data processing system to replace an antiquated mainframe system.   Oversight over a 3 year period spanned requirements and planning through phased vendor product delivery requiring detailed agency acceptance testing and phased end user deployment and training. The vendor followed immature planning and development processes that led to significant delays and repeated quality issues in system deliveries.
The Solution	The Agilis Solutions quality consultant built a trusted, collaborative relationship with both the agency project team and the vendor, while evaluating project artifacts and processes compared to industry best practices. Advice and recommendations were provided within the daily confines of normal project activity and were formalized in monthly Quality Improvement reports.  That influence helped the agency team keep the vendor on track in project deliveries, anticipate and mitigate project delays, aided the agency team in building rigorous and effective acceptance testing and helped drive the vendor team to improved quality delivery processes.
Business Results	The State of Oregon Agency succeeded in delivering the major system modules, carefully adjusting the project schedule while still meeting its critical, committed dates. End user acceptance of the system exceeded expectations; outreach training to end users was well-planned and successful; perceived system quality has remained high. Extensive lessons learned evaluations drove improved agency practices and provided effective models for other agency teams.
